The voice of the Saskatoon Blades, and all-around good guy Les Lazaruk, has unearthed an interesting little piece of information regarding Lloydminster and the Western Hockey League.
Lazaruk says the Frog Lake First Nation is looking at building a facility that would house a WHL team,

A WHL team in Lloyd would be great, but it won't happen. Do I have to go on?
Didn't Ochap want to buy the Pats and the WHL said no and gave the franchise to the Parkers instead?

With the problems in the oil patch and the provincial government in Alberta, it's going to be tough to convince the WHL to put a team there. Winnipeg and Penticton just to name a couple have already expressed interest to the WHL. There are also a couple USA locations interested. It will next to impossible to ignore these places to go to a real small town.
Maybe a snowballs chance. lol.

Not in a up and down transient town like Lloydminster...... they will not come.
